ন্যাশনাল আইসিটি ইনফ্রা-নেটওয়ার্ক ফর বাংলাদেশ গভর্নমেন্ট ফেজ-২ (ইনফো-সরকার)

 

তথ্য প্রবাহের এই আধুনিক যুগে
উন্নত রাষ্ট্রগুলো যেমন তথ্য ও যোগাযোগ প্রযুক্তির ব্যাপক ব্যবহারের মাধ্যমে উপকৃত
হচ্ছে তেমনই অনেক উন্নয়নশীল রাষ্ট্র দারিদ্র, মন্থর অর্থনীতি এবং অদক্ষ
শাসনব্যাবস্থা উন্নয়নের কার্যকর হাতিয়ার হিসেবে তথ্য ও যোগাযোগ প্রযুক্তি ব্যবহারের
দিকে মনোযোগী হচ্ছে
। বাংলাদেশে
ই-গভর্নেন্স এখন একটি আলোচিত বিষয়। কতিপয় সরকারি কার্যালয় নির্দিষ্ট কিছু
ই-গভর্নমেন্ট প্রকল্পের বিষয়ে উদ্ভাবনী পদক্ষেপ নিয়েছে।

 

বাংলাদেশ সরকার উন্নত
সিদ্ধান্ত গ্রহণ প্রক্রিয়ার মাধ্যমে সরকারি সেবাসমূহ উন্নয়নের পাশাপাশি স্বচ্ছতা
নিশ্চিতকরণ এবং জনগণের প্রতি সরকারের দায়বদ্ধতা বৃদ্ধির লক্ষ্যে সক্রিয়ভাবে
ই-গভর্নেন্সকে গ্রহণ করেছে
 এ লক্ষ্যে বাংলাদেশ সরকার বিভিন্ন আইনগত ও কৌশলগত কাঠামো
প্রস্তুত করেছে। এছাড়াও সরকারি কার্যালয়গুলোকে একই নেটয়ার্কের আওতায় এনে তাদের
মধ্যে তথ্যের ব্যাবস্থাপনা, আদানপ্রদান এবং সমন্বয় করার লক্ষ্যে একটি তথ্য
ব্যাবস্থাপনা পদ্ধতির উন্নয়ন করছে। সরকারি তথ্যসমূহের নিরাপত্তার জন্য এই
পরিকাঠামো পর্যাপ্ত ব্যাবস্থা গ্রহণ করবে।

 

জাতীয়
পর্যায়ে ই-গভর্ননেন্সকে কার্যকরী করার লক্ষ্যে বাংলাদেশ সরকার বৈদেশিক আর্থিক ও
প্রযুক্তিগত সহযোগীতা পাচ্ছে। সরকারের দক্ষতা ও স্বচ্ছতা উন্নয়নের জন্য
ক্রমবর্ধমান চাহিদা বিবেচনা করে “ন্যাশনাল আইসিটি ইনফ্রা-নেটওয়ার্ক ফর বাংলাদেশ
গভর্নমেন্ট ফেজ-২(ইনফো-সরকার)” প্রকল্পের নামে একটি সম্ভাব্যতা সমীক্ষা প্রতিবেদন
প্রস্তুত করা হয়েছে।

 

“ইনফো-সরকার”
প্রকল্পটি কোরিয়ান এক্সিম ব্যাংক এর আর্থিক সহায়তায় বিসিসি কর্তৃক বাস্তবায়নাধীন “বাংলাগভনেট”
প্রকল্পের সম্প্রসারিত ধাপ। ইনফো-সরকার প্রকল্পের আওতায় সকল মন্ত্রণালয় বা বিভাগীয়
প্রধান কার্যালয়,  ৬৪ জেলা প্রশাসকের
কার্যালয় এবং ৬৪ উপজেলাতে আইসিটি নেটওয়ার্ক স্থাপন করা হবে। এই নেটওয়ার্ক পরিচালিত
হবে বিসিসি-তে স্থাপিত “ন্যাশনাল আইসিটি সেন্টার(এনআইসিটিসি)” এর মাধ্যমে।  এনআইসিটিসি-এর অন্তর্ভুক্ত আইসিটি সেন্টারগুলো
হচ্ছে-৬৪টি জেলা আইসিটি সেন্টার, ৭টি বিভাগীয় আইসিটি সেন্টার এবং ৬৪ উপজেলা
কর্মকর্তার অফিসে উপজেলা আইসিটি সেন্টার।

 

সরকারের
কেন্দ্রীয় ও স্থানীয় প্রশাসনের মধ্যে তথ্য আদান-প্রদানের সংযোগ স্থাপনের মাধ্যমে
সরকারী কার্যে স্বচ্ছতা ও জবাবদিহিতা নিশ্চিতকরণ, অধিকতর উন্নত জনসেবা প্রদানের
জন্য প্রশাসনের সর্বস্তরে ই-গভর্নেন্স প্রতিষ্ঠা করার লক্ষ্যে ধাপ-১ (বাংলাগভনেট)
প্রকল্পের সম্প্রসারণ হিসেবে ধাপ-২ প্রকল্পের কার্যক্রম গ্রহণ করা হয়েছে।

 

ইনফো-সরকার
প্রকল্পটি চীন সরকারের প্রাধিকারমূলক সুবিধাপ্রাপ্ত ঋণ দ্বারা পরিচালিত হচ্ছে।

 

National ICT Infra Network for Bangladesh Government

In the era of information society,

many developing countries have looked at ICT as a major tool to solve problems
of poverty, inefficient governance, and sluggish economic growth. While the
developed countries have been able to benefit greatly from the wide use of ICT,
many developing countries are still holding to consider carefully how ICT fits
into their problems. e-Governance has been an issue in Bangladesh; some
government offices have taken innovative steps on certain e-Government
projects.

 

The Government of Bangladesh has
been actively adopting e-Governance in order to improve public services through
improved decision-making processes, as well as promoting transparency and
accountability of the government’s course of action. Various legal and policy
frameworks have been developed to expedite the adoption of e-Governance in
Bangladesh. Other than the legal and policy frameworks, successfully e-supports
the connectivity between all government agencies with a centralized data
management system, which can support data processing, sharing and coordination.
The infrastructure must also provide adequate security features to protect the
integrity of government data from various vulnerabilities.

The Government of Bangladesh is
also getting substantial foreign cooperation in terms of financial assistance
and technical collaboration for realization of e-Governance at a national
scale.

 

In the background of increasing
demand for the improvement of government’s efficiency and transparency, a
Feasibility Study Report was prepared in the name of the Project “National
Intra-Network Project for Bangladesh Government Phase-II (Info-Sarker)”

This project is an extension of
the BanglaGovNet project being implemented by BCC through Korean EXIM Bank
Credit. Where all the Ministries/Divisions major Departments, 64 Deputy
Commissioner’s offices and 64 Upazilla will be connected under a ICT Backbone
Network. This network will be administered and managed through the
establishment of NICTC (National ICT Centre) at BCC; 64 DICTC (District ICT
Centre) at DC offices out of which there will be 7 DHQ. 64 UICTC (Upazilla ICT
Centre) at UNO offices.

The Phase II of the project
pursues major improvements in Bangladesh government’s efficiency, transparency,
effectiveness, and quality of services through expansion of the network and
other facilities established in Phase I BanglaGovNet project.

The project
will be promoted under the Preferential Concessional Loan from the government
of The People’s Republic of China.

Info-Sarker

To expand the government wide network to be established under Phase-I BanglaGovNet Project to all the District and Upazilla level offices throughout the country. To improve government efficiency and promote interaction between ministries/divisions, departments, districts and upazillas by construction of government ICT network infrastructure. To use ICT system within the public administration to improve efficiency, accountability and transparency, reduce wastage of resources, enhance planning and raise the quality of services.  To maximize the automation of work processes through integrated information management system utilizing National E-Service System (NESS).

Project background


The Government of Bangladesh is actively adopting E-governance. E-governance would

·         Increase the quality of  public services

·         Improve decision-making processes and

·         Promote transparency and accountability in the business process of governance.

However, to successfully deliver e-services, the following are required:

·         Connectivity between all government agencies

·         A centralized data management system, which can support data processing, sharing and coordination.

·         Adequate security features to protect the integrity of government data from various vulnerabilities.

·         Info-sarker project is the second phase of an effort to meet the above requirement. Bangla-GovNet project being implemented by BCC builds the ICT Backbone Network up to the district headquarters. Info-Sarker extends this network up to the upazilla level, connects the government offices at district and upazilla level. Its scope also includes expansion of National Data Center, establishing Disaster Recovery Center, Wifi Network , distribution of Tablet PCs etc.

·         Without the proper implementation of this project efforts to render E-services at the door-steps of our people would be difficult – if not impossible.

Project Scope: 

(1) The Government IP network

Expand Connectivity

·         Connect all government offices at the district level (on an average 55 offices for each District).

·         Connect all government offices at the upazilla level(on an average 30 offices for each Upazilla).

·         Backbone Connectivity from 64 Districts to 421 Upazillas (except those 64 Upazillas which have already been covered in Bangla GovNet project).
